They've forged a new magical council around the Ten Wizard Saints with the assistance of Warrod. Warrod is aware of the issue, but the other members of the council are not. They are all aware that the Alvarez Empire poses a danger to them, and have devised a strategy to halt their advance. Gray inquires if this helped them to purchase some time, which seems to have been the case. Natsu continues by stating that they are going to rescue him; Mest concurs, stating that he has resurrected the council exactly as he desired, and on top of that, he will no longer be a Fairy Tail mage. Happy and Carla discuss the need of enlisting everyone in their battle against them. Erza, on the other hand, interrupts everyone and notes that their own instructor described them as invincible.
Indeed, I believe it is reasonable to conclude that we have seen the last of God Serena. While we may never know why he betrayed Ishgar (though we may make some reasonable guesses), he lost his capacity to contribute to the plot the minute God Serena was one-shot by Acnologia. Knowing why he betrayed Ishgar would add little when he can barely survive a few panels against Gildarts as a Historia, effectively losing his reason for existence (#1 Wizard Saint, user of 8 dragon lacrima - this was a character built on sheer hype and power, made to demonstrate sheer hype and power, and can add nothing else).
